Unless they are counting on someone getting injured during camp, we are going to be waiving someone we don't want to lose for nothing or trading someone at some point.

I think he meant you are banged up enough to miss a few games, but not injured to the extent that you would miss 10 games/24 days and qualify to go on LTIR.
